The Department of Homeland Security has ordered a pause of the Diversity Visa Lottery Program, after the Brown University gunman was confirmed to have entered the U.S. through the program in 2017. DHS Secretary Kristi Noem said the suspect “should have never been allowed into America,” noting the program grants permanent residency through a lottery system.
